Municipal energy and climate planning

The guidebook “Municipal energy and climate planning” is
meant to be a tool for municipalities that aim to establish their
own local energy and climate plan.
The municipalities play an important role in the international,
national, regional and local efforts to reduce greenhouse gas
emissions through improving energy efficiency and increasing
the use of renewable energy. Developing an energy and climate
plan is an effective and important first step in this process.
This guidebook has been prepared
by Enova in collaboration with the Norwegian Association
of Local and Regional Authorities (KS), the Norwegian Pollution
Control Authority, Institute for Energy Technology (IFE) and New
Energy performance AS (NEPAS). The guidebook is part of Enova’s
program for Norwegian municipalities.
